| Personal History | Designed by Admiral Richard Brannigan of Starfleet New Projects Division, Phelan is top of the line for this era. He has only been in actual service for three years as the first two years were spent being tested by the Admiral to be certain that all of the bugs were worked out of the system. Having originally been programmed with starships in mind, after a year and a half in service, he was sent back to Richard for reprogramming for a new type of exploration. Richard spent the next year and a half reprogramming him for undersea tactics and strategy as well as testing the new programs to be sure that all was in order. He has now been sent to the Heritage Odyssey. |
